Gambling licensing in Croatia
The right to organise games of chance belongs to the Republic of Croatia and is passed to the state-owned Hrvatska Lutrija. Other companies may run betting, casino and gaming machines under a Government decision and Ministry of Finance approval, and may offer them online only once connected to the Ministry's information system. The Tax Administration publishes the list of approved online operators and orders blocking of unlicensed gambling websites.

Key licensee requirements
- Hold a Government decision and Ministry of Finance approval, with a land-based operation in Croatia
- Be directly connected to the Ministry of Finance information system (art. 62)
- Certify the online system and games through an approved laboratory
- Register players with their OIB and verify age through Tax Administration services
- No players under 18
