Gambling licensing in Germany
Online gambling in Germany is regulated under the Interstate Treaty on Gambling 2021. The GGL licenses online sports betting, virtual slot games and online poker, and publishes the official whitelist of permitted operators and websites under § 9(8) GlüStV 2021. Online table casino games are licensed separately by individual federal states.

- Apply the cross-operator monthly deposit limit (EUR 1,000 by default)
- Follow stake, speed and advertising restrictions for slots and betting

Glücksspielstaatsvertrag 2021
The interstate treaty that legalised and regulates online gambling from 1 July 2021.
§ 9 Abs. 8 GlüStV 2021
Requires the GGL to publish the official whitelist of licensed operators.
