Where things stand
Provisional Measure No. 1,394/2026, signed on 25 September, prohibited online betting and online casino gaming in Brazil, including by operators based abroad serving Brazilian players. New deposits stopped on 25 September; player withdrawals closed at 23:59 on 5 October; sites were blocked from 6 October and have been offline since.
Player balances were returned through banks between 9 and 14 October. About R$1.33 billion was still held on sites when voluntary withdrawals closed, and Caixa took over handling stalled repayments from 14 October.
The measure states that the federal licences held by the roughly 85 licensed companies, covering around 180 brands, are revoked on 25 October 2026, with no refund of licence fees.
What is still undecided
Legal challenges by industry bodies ANSEJA and ANJL, the mayors' association ANPV and Brazilian football clubs are still before Supreme Court Justice Luiz Fux, who has not ruled. Congress must also approve the measure within 120 days or it lapses; 94 amendments are pending before the joint committee.
What this means for IRLG records
All 184 Brazilian records stay "Offline – licence revocation due 25 October" until revocation is formally confirmed. Once confirmed, every record changes to "Licence revoked" and the register entry remains for reference only.
No new Brazilian records will be added while the measure is in force. If a court or Congress changes the outcome, this notice and the records will be updated the same day.
