What has changed
President Luiz Inácio Lula da Silva signed Provisional Measure (Medida Provisória) No. 1,394 on 25 September 2026. It was published in an extra edition of the Diário Oficial da União and took effect on publication.
The measure prohibits fixed-odds betting in physical or virtual form, covering bets on real sporting events and online game events (online casino). It applies to operators based abroad that offer betting to people in Brazil. Other lottery types authorised by law are not affected.
Betting authorised by Brazil's states and the Federal District is also covered; their concessions, permits and authorisations are extinguished.
Key dates
- 25 September 2026 — measure in force. New deposits into betting accounts prohibited. New advertising contracts prohibited. No new licences may be issued.
- 5 October 2026, 23:59 — deadline for players to withdraw remaining balances. Existing advertising must end and outdoor advertising be removed.
- 6 October 2026 — licensed betting sites and apps blocked. App stores and network providers must block access.
- Around 25 October 2026 — licences issued under Law No. 14,790/2023 extinguished, 30 days after publication, with no refund of grant fees and no compensation.
- By late January 2027 — Congress must approve the measure within 120 days or it lapses.
Proposed criminal offences
Alongside the measure, the government is sending Congress a bill creating criminal offences for operating, running or promoting online betting, with proposed prison terms of 4 to 6 years. The bill only takes effect if passed by Congress.
Status on this register
Brazilian licences on the IRLG register remain listed for reference until they are formally extinguished, and will then be marked as revoked. From 25 September 2026 no operator may lawfully take new deposits from players in Brazil.
The measure is provisional. If Congress does not approve it within 120 days, it lapses. IRLG will update this notice when Congress acts.

- Withdraw any remaining balance before 23:59 on 5 October 2026.
- After 6 October 2026 the government says information on how to recover funds will be published.
- Do not move funds to unlicensed or offshore sites; these are also prohibited from offering betting in Brazil.
