Bulgaria proposes broad gambling advertising ban and new fees

Draft amendments to Bulgaria's Gambling Act, published for public consultation on 23 September 2026, would introduce a general ban on gambling advertising, end affiliate licences and add a minimum monthly fee for online operators. Most provisions would take effect on 1 January 2027 if adopted.

What is proposed

  • A general ban on advertising gambling games, their operators and associated trademarks, in any form or place, with limited exceptions.
  • Exceptions include information needed to take part in games on an operator's website and at licensed premises, Bulgarian Sports Totalizator draws and announcements of winnings, and branding at sports facilities.
  • Signage on gambling premises limited to 20% of the façade and no more than 50 square metres, with an addiction risk warning covering at least 10% of the advertising area. Illuminated and moving displays banned.
  • Repeal of the affiliate licensing regime introduced in August 2026. Existing affiliate licences would end on 1 January 2027.
  • A minimum monthly fee for online operators and a new model for reporting and taxing casino and gaming hall revenue.

Status

This is a draft bill in public consultation. It is not law and may change before it is adopted. The current Gambling Act continues to apply, and licences issued by Bulgaria's National Revenue Agency remain valid.
